Is the term "heterodox" here used to refer to Non Orthodox sacramental faiths such as that of Rome?

Basically yes, though I inclusive of non-sacramental Christians also. The term generally applies to any Christian group with a doctrine which varies from the Orthodox faith.

I use the term Heterodox to refer to Rome for the reasons Daniel cited.
