Online Orthodox Christian Assembly
Rules and Regulations
Adopted by the OOCA following the referendum that ended on August 3rd, 2012, at 17:25 EEST.
Definition
1. The Online Orthodox Christian Assembly (OOCA) is an internet forum created by Orthodox faithful, for Orthodox faithful or enthusiasts worldwide, aimed at forming, informing, socialising and spreading the Orthodox Christian faith.
Structure
2. The OOCA has the following structure:
I. The Assembly
a. The Synod - is the place where Theological issues are discussed.
b. The Council Room - is the place where only the Councillors meet and discuss important matters regarding the forum.
c. The Agora - is the place where issues related to the forum are discussed and voted, and where suggestions related to the forum are made.
II. The School - is the place where any kind of catechumenal discussions are held; the place where catechumens and inquirers ask questions and the Orthodox respond and explain.

b. Orthodox - Heterodox relations classroom
III. The Foyer - is the place where off-topic conversations take place.

The Synod
3. The Synod is the part of the Assembly where Theological issues are discussed. Any member of the forum can post in this board.
The Council Room
4. The Council Room is the part of the Assembly where the Councillors meet and discuss any important matter regarding the forum.
5. The Councillors are the members of the Council; they are elected every month from the valid members of the forum, using polls. The general rule which must be observed when voting is the seriousness of the candidates.
a. The number of the Council members (Councillors) is 7.
b. After the election time ends, Councillors become the candidates which came in the first 7 places, according to the voting percentage. If a candidate on the last place for entering the Council has the same voting percentage as the following candidate, another round of elections takes place, with only these two candidates.
c. The election round lasts either for 72 hours (3 days), or until all the forum members (who have the right to vote) vote (100% attendance), whichever comes first.
d. After the elections end, and there are no more problems, the administrator must validate them, and then must make the winning candidates Staff Members, so that they can see the Council Room. In the same time, the administrator must change the previous Councillors' status to normal members, thus ending their term and starting the new Councillors' term.
e. Any forum member who has submitted at least one post, who is not warned or banned has the right to elect and be elected. This rule falls under the incidence of rule 18g.
6. While in the Council Room, every single Councillor must express their opinion on every matter. Failing to do so leads to warning that Councillor.
7. Any decision discussed in the Council Room can be solved in two ways:
a. polls
b. consensus.
8. Polls: Only one issue can be voted in a poll. Every poll has the following possible answers: Agree (or YES), Disagree (or NO), and None of the above (which means "We need to talk more on this issue"). A poll lasts either until all the Councillors have voted, or 48 hours (2 days).
9. Consensus: when all the Councillors agree on a problem, there is no need for voting; thus, the problem is solved.
10. All the decisions taken by the Council must be voted by all the forum members, in a poll in the Agora. The rules for this voting are the same with the rules for elections. The options are YES (the decision passes the vote and starts applying immediately) or NO (the decision is rejected and returns to the Council, to be discussed again; in the same time, a thread regarding the problem is created, and every member of the forum is called, but not obliged, to express his/her opinion on the issue).
11. The attributes of the Councillors:
a. All the attributes granted to them by the administrator;
b. Any Councillor can create, modify or delete additional forum categories or boards, only with the acceptance of all the Council members, after this agreement is expressed. Failing to do so results in warning.
c. A Councillor must have the accept of all the fellow Councillors in any action s/he undergoes; exception: posting (can post whatever, whenever, wherever).
d. A warned Councillor has the right to vote in any vote. A banned Councillor (just as every banned member of the forum) hasn't got this right.
e. The Councillors have equal authority; the administrator enjoys, however, more authority than any Councillor, because this authority is given to him by the forum hosts (ProBoards).
f. Any Councillor has the authority and the obligation to prevent spamming and to punish spammers, according to the procedure described in this Code, at will. The same regarding insults or any other type of hostile behaviour. Any complaint against a Councillor or his/her abuses, made by anyone, shall be discussed and solved in the Council Room.
g. If a Councillor is unable to exercise his/her attributes, due to personal reasons (holiday, illness etc.), s/he must state this before this absence period; during this period, the other Councillors shall take him/her attributions on them. S/he shall not be replaced by anyone during this period.
h. The Council has the obligation to organise elections every month, and polls when decisions must be voted; even if a Councillor is unable to exercise his/her attributes.
i. A Councillor can be elected a maximum of two terms in a row; after being named in the second term, s/he loses the right of being elected in the next elections (for the third term in a row). However, s/he can be elected afterwards - there's no overall limit of terms a Councillor can serve.
j. The Council works in sessions. A session ends when a decision is made, and put to vote by the forum members.
The Agora
12. The Agora is the part of the Assembly where issues related to the forum are discussed and voted, and where suggestions related to the forum are made. Any forum member can post in the Agora. Any member with the right to vote can vote in the Agora.
The School
13. The School is the part of the forum where any kind of catechumenal discussions are held; the place where catechumens and inquirers ask questions and the Orthodox respond and explain. Any forum member can post in the School.
14. The structure of the School is:
a. Orthodoxy classroom - the place where questions and problems related to Orthodoxy are asked and answered;
b. Orthodox - Heterodox relations classroom - the place where questions and problems related to the relations between Orthodoxy and other cults, religions and confessions are asked and answered.
The Foyer
15. The Foyer is the part of the forum where off-topic conversations take place. Any forum member can post in the Foyer.
The Constitution
16. The Constitution is the part of the forum where the present Rules and Regulations are kept. No member of the forum can modify this category; only a Councillor can do this, and only with the agreement of the Council.
Other rules regarding the structure of the forum
17. The Council can modify the structure of the forum using Council decisions, which shall be voted by the members of the forum, according to the rules stated above.
Contraventions
18. The following facts are contraventions:
a. spamming of any kind;
b. insults of any kind;
c. hostile behaviour;
d. continued inappropriate posting;
e. not participating, as a Councillor, in the Council's discussions and debates, and failing to vote in polls;
f. doing anything, except posting, without the agreement of the Council (as a Councillor);
g. voting without the right to do so;
h. a Councillor being found guilty, following the complaint made by any member of the forum;
i. not fighting spamming, insults or hostile behaviour;
j. any other fact established to be a contravention, by the Council.
Punishments
19. The punishment procedure for any contravention is the following:
a. the responsible member is warned; his warning level depends on the seriousness of his/her facts and of the Council's exigency. The duration of this warning is 24 hours.
b. after these 24 hours, if the member continues to contravene, a limited ban is in effect; the duration for this ban is decided by the Council.
c. after the ban ceases, the member is given another chance to correct his/her contravention. If this chance fails, the respective member is given an unlimited ban. During this unlimited ban, the member can contact, in any way, any Councillor or the administrator, and ask for forgiveness.
d. if no contact is made, in any way, within a month, the member is deleted from the forum.
Ranking system
20. The following ranking system is in place (rank name / posts / crosses):
a. Novice / 0 / 0
b. Monastic / 10 / 1
c. Hermit / 50 / 1
d. Igoumenos / 100 / 2
e. Elder / 150 / 2
f. Bishop / 200 / 3
g. Honorary Archbishop / 250 / 3
h. Archbishop / 300 / 4
i. Honorary Metropolitan / 450 / 4
j. Metropolitan / 500 / 5
k. Patriarch / 600 / 5
l. Pope and Patriarch / 750 / 6
m. Katholikos / 1000 / 7
Further regulations
21. Any other regulations, which are not in this Code, can be made only respecting the stated procedure (decided in the Council, then voted in the Agora).
22. Any other regulations, beside this Code, shall be published after being accepted by the Agora, in the Constitution category, as testimony for the future.
