Any forum member who has submitted at least one post, who is not warned or banned has the right to elect and be elected. This rule falls under the incidence of rule 18g.
So, the amendment says that any member who has 0 posts, doesn't have any election rights.
The aim of the amendment is to prevent ghost members (such as chengwu111, whose website is wholesale clothes, which does not exist) to count for this forum.
